The Lower Atmosphere Research Center (CIBA) was established through a collaboration agreement between the State Meteorological Agency (formerly the National Meteorological Institute) and the University of Valladolid in the late 1970s. Currently, the maintenance of the facilities and data management are handled by two research groups: the Atmospheric Optics Group (GOA) and the Atmospheric Pollution group of this university.

This research center is located 40 km north of Valladolid, on completely flat terrain suitable for meteorological measurements, and is notable for its two observation towers, which are 10 and 100 meters high. 

A new ICOS class 2 atmospheric station will be implemented on the 100-meter-high tower, with sampling points at 10, 50, and 100 meters, in addition to complementary instrumentation at each of these levels. A small laboratory will be installed at its base, housing the Picarro analyzer and the ICOS calibration and reference tanks. This will allow for the measurement of CO2, CH4, and CO concentrations at different heights. However, surface concentrations of these gases have already been recorded at the CIBA facilities for several years, thanks to another Picarro instrument.

Apart from the currently installed instrumentation on the 100-meter tower, which measures wind and temperature parameters at different heights, the installation of a CIMEL solar and lunar photometer, as well as several surface temperature radiometers, is planned.
